these questions de novo and I have refrained,
therefore, from any detailed comment on
Sir William Peel's despatch.
12. I trust that it has been made clear
that in this despatch I have been concerned only
with officers of the unified services and others
of comparable status. So far as these officers
are concerned, I attach considerable importance
to the elimination of diversities of treatment
as between different Colonies except in so far
as such diversities are genuinely required.
But as regards subordinate and locally engaged
personnel, I am content to leave a large measure
of discretion to a Colonial Government to
arrange the conditions of employment according
to local circumstances.
